Notorious gets the lead-in of the highest-rated drama on the network, the incredibly stable Grey's Anatomy. That will provide the show with serious support, so it has the potential to do very well.
Similar to TGIT shows
While the block isn't being called TGIT this fall, Notorious has similarities in style to Grey's Anatomy, Scandal, How to Get Away with Murder, and The Catch. Maybe Scandal fans will enjoy Notorious as they await the next season.

Notorious is in last place among the new ABC shows for number of trailer views, according to the trailer watching article. People are unaware that this show exists, or simply uninterested.
Not produced by Shonda Rhimes
While there are some similarities, Notorious isn't produced by Shonda. As a result, it could be rejected by TGIT viewers because it is different.
What to Expect for Notorious?
I think that while the two positive factors will help, the few trailer views will be the most effective factor. The show could work, but I don't think that it will.
